Values Framework for Risks, Concerns, and Health: A Comparative Assessment

Statements of concern are pieces of the puzzle that at any one time is the aggregate of cultural attitudes. It is necessary to review numbers of such statements to reveal the underlying values.

To uncover the values inhering in the social forces leading to legislation in the areas we studied, a values framework (developed at the Center for Policy Alternatives over the last ten years) is first presented and the statements found in the historical review relating to values are mapped to the framework.

We performed the mapping with two types of "value phrases." One type of value phrase, a "framework concept," relates to general parts of the value framework. Examples of these value phrases are fairness or human life. A second type of value phrase, a "critical distinction," relates more specifically to key distinctions that should be considered in light of the value framework. Examples of these value phrases are higher technical capability and irreversibility. As a result of the historical review, a few critical distinctions were added to the framework while the framework concepts remained largely unchanged. (See Sections 3.1.1-3.1.4 for the descriptions of framework concepts and Section 3.1.5 for critical distinctions.)

Section 3.1 discusses the values framework. The following section (3.2) discusses the values as revealed in the historical review. Value phrase references are indicated throughout the section by underlining the phrases. In contrast to Section 2 where reviews were performed by legislative area, this section reviews values within three categories, those expressed: 1) Through the Popular Media; 2) By Advocates, Concerned Scientists, and Congressional Figures; and 3) Through Congressional Action. Finally, the last section (3.3) discusses similarities and differences among these three categories and compares the values revealed in the historical review with the framework.
